Defect rating and notes in the document
- ZPKK04 Note 1: Degree of defect: (*) means slightly defective and (**) means severely defective.
- ZPKK04 Note 2: If the manufacturing regulations or standards of a piece of work equipment do not permit the application of the above control criteria, then these criteria are simply not applied to that equipment. This is indicated by referring to the relevant manufacturing regulation or standard number.
- ZPKK04 Note 3: If there is no project approved by the Approval Authority, only a status assessment can be made. The suitability of the assessment does not eliminate the need for a project.
- ZPKK04 Note 4: Periodic inspection does not cover the accuracy of the fire detection and warning system project. It is based on the approved project.
- ZPKK04 Table 'Notes' row: The full names, signatures, professional titles, diploma numbers, date and number of those approving the project, project approval validity period, etc. will be added.
- ZPKK04 table 'Notes' row: The conformity of the installation to the project and the project's compliance with the Regulation on Fire Protection of Buildings and related standards will be evaluated.
- ZPKR04 (6. Defect Explanations): Defect degree; (*) means slightly defective and (**) means seriously defective. Evaluation is done as “SUITABLE (S)”, “UNSUITABLE (U)” and “NOT APPLICABLE (UG)”.
- ZPKR04 (8. Conclusion and Opinion): Minor defects identified must be rectified by the next periodic inspection date. (This note will only be written if minor defects are identified.)
- ZPKR04 Definition of Serious Defects: If the test results of detectors, fire alarm buttons, and sirens are insufficient, b) the fire panel does not detect incoming warnings, c) emergency lighting arrangements and illumination levels in escape routes and exit halls are inadequate, d) the battery voltage is low, it should be considered a serious defect.
- ZPKR04 Explanation 1: The company requesting the inspection is asked to provide a "Smoke Detector Test Apparatus" before the inspection. If such an apparatus is available at the workplace, the smoke detectors are tested. Otherwise, testing by burning paper or cloth is not permitted as it would be dangerous. If the test could not be performed for this reason or any other reason, it is noted in the notes section.
- ZPKR04 Explanation 2: Heat detectors are checked using a "Heat Detector Test Apparatus". If such an apparatus is not available in the workplace, these tests can be performed with hair dryers.
- ZPKR04 Explanation 3: Fire alarm buttons are tested directly on the button itself.
- ZPKR04 Explanation 4: Siren tests should be carried out in accordance with the provisions of Article 81-(5) of the "Regulation on Fire Protection of Buildings".
- ZPKR04 Explanation 5: Periodic inspection does not cover the accuracy of the fire detection and warning system project. It is based on the approved project. In the absence of a project, the inspection is for the purpose of determining the current situation. The suitability of the findings does not eliminate the need for a project.
- ZPKR04 (Table 5.2 below): The evaluation section of the table related to Loop 1 has been filled out as an example.
The scope of AES Innovation
This inspection is outside the scope of AES Innovation's accreditation (our accreditation area is periodic inspection of electrical installations); the inspection is carried out by our authorized engineers registered with EKİPNET. The use of the Ministry's format is mandatory, regardless of who performs the inspection.
For the inspection to be carried out, a contract must be drawn up and approved between the employer and the authorized person conducting the inspection via the ISG-KATIP system at least one day prior to the inspection; a report issued without such a contract is invalid.

Frequently Asked Questions
Since when has the ZPKR04 format been mandatory?
According to the ministry's announcement, as of September 1, 2025, the complete and accurate use of this format, both in form and content, is mandatory during periodic inspections of fire detection and alarm systems.
Can the format's appearance be changed?
The content can be used with the same size and layout as the main headings, but without changing their order.
Is every item in the criteria document required for every piece of equipment?
No. According to the document's note, the criteria may vary depending on the equipment's place of use, purpose, type, and model; whether or not a criterion is required for that equipment is determined by examining the relevant legislation and standard articles.
