Legal and Technical Requirements for Lightning Protection

Lightning is one of nature's most destructive forces, capable of causing physical damage to facilities, permanent damage to electrical equipment, and, most importantly, loss of life. The TS EN 62305 standard is the Turkish equivalent of the international IEC 62305 standard and specifies comprehensive technical requirements for the design, installation, maintenance, and periodic inspection of lightning protection systems.


The TS EN 62305 standard is a comprehensive lightning protection standard consisting of four main sections. Section 1, General Rules, defines the physical properties of lightning and the basic protection principles. Section 2, Risk Management, includes lightning risk analysis of buildings and the determination of protection requirements using scientific methods. Section 3, Physical Damage and Life-Threatening Hazard in Buildings, details the design, installation, and periodic maintenance criteria for lightning protection systems (LPS). Section 4 addresses the protection of electrical and electronic systems in buildings and regulates the selection of surge protection devices (SPDs).

How to Perform TS EN 62305 Conformity Check

TS EN 62305 conformity inspection is a legal requirement that must be carried out at least once a year by TÜRKAK-accredited Type A inspection bodies, in accordance with the Regulation on Health and Safety Conditions in the Use of Work Equipment. The inspection process is carried out systematically according to the criteria specified in Annex E of the TS EN 62305-3 standard.


In the first stage, the physical condition of the air termination elements (catcher terminals), down conductors, connection points, and grounding electrodes is examined through visual inspection. Nonconformities such as corrosion, mechanical damage, loose connections, broken conductors, and oxidized terminals are identified. The conformity of the conductor cross-sections to the standard, the compliance of the material properties with the TS EN 62561 standard, and the quality of assembly are evaluated.

In the second stage, electrical continuity tests are performed. Electrical integrity is verified by measuring the resistance of all conduction paths from the contactor to the grounding electrode. The third stage, grounding resistance measurement, is the most critical parameter of the system. According to the TS EN 62305 standard, the grounding resistance should be 10 ohms or less, and 5 ohms is targeted in facilities containing sensitive electronic systems. In the final stage, the presence and effectiveness of electropotential connections are checked.

TS EN 62305-3 Periodic Inspection Period and Legal Obligation

In accordance with the legal requirement of TS EN 62305, the Regulation on Health and Safety Conditions in the Use of Work Equipment, which came into force based on the Occupational Health and Safety Law No. 6331, mandates the periodic inspection of lightning protection systems. According to Annex E, Table E.2 of the TS EN 62305-3 standard, the maximum period between inspections of lightning protection systems is one year. This period may be reduced to six months in facilities that manufacture or store explosive materials.
The report prepared as a result of the periodic inspection must bear the TÜRKAK logo and include the identified nonconformities in the structure, the measurement results, and the necessary corrective actions. Failure to comply with this legal requirement will result in administrative fines during Occupational Health and Safety inspections and the forfeiture of insurance compensation rights. The Ministry of Labor and Social Security meticulously examines compliance with TS EN 62305, especially in facilities containing flammable and explosive materials, and imposes severe penalties for non-compliance with the standard.
