Control criteria (ZPKK01)
| No | Criterion | What is checked? | Rest |
|---|---|---|---|
| 0 | Preparation | After checking general information about the facility to be measured, such as the measurement date, weather conditions, and soil conditions, information about the installation should be obtained, and it should be inquired whether a grounding project exists for the facility. | Regulations on Grounding in Electrical Installations, TS HD 60364-5-53 |
| 1 | Measurement point | Measurements are taken from all points with touch voltages of <1000 V and >50 V; in LV installations, continuity tests should be performed by checking the potential equalization between energized equipment at the measurement points and de-energized metal pipes, etc., within a 2.5 m reach of the energized equipment. In TN systems, loop impedance (Zx) measurements should be taken separately from the final consumption points. In IT systems, the equipotential earth busbar grounding resistance (Ra) is measured for the first fault condition; for the second fault, the loop impedance (Zx) or protective earthing resistance (Ra) is measured depending on the connection type. | Regulation on Grounding in Electrical Installations, Article 10, TS HD 60364-5-53 |
| 2 | Protection area mm² | The cross-section of the protective conductor is written in this area. The suitability of the protective conductor cross-section is checked according to the phase cross-section table for circuits smaller than 63 A, and according to the heating control for circuits larger than 63 A. The values in Tables 4-a and 4-b of the Regulations on Grounding in Electrical Installations are taken into consideration. | Regulations on Grounding in Electrical Installations, Tables 4-a and 4-b, TS HD 60364-5-53 |
| 3 | Protective element values (a. In (A); b. Tripping curve type or model; c. Tripping current Ia (A); d. Calculated earth short-circuit current (A)) | Calculations regarding the grounding of low-voltage installations and the tripping of protective elements in phase-to-ground short circuits are performed according to the rated current of the protective equipment and the type of tripping curve; in indirect contact protection, the current in the phase-to-ground loop (ground short circuit) is found by dividing the measured loop impedance value at 230 V (e.g., for a loop impedance of 2 Ω, Ik=115 A). These calculations are performed for periods determined according to the type of grounding installation; these periods are given in Article 8 of the Regulations on Grounding in Electrical Installations according to the voltage level. In the calculation of the grounding resistance suitability of high-voltage installations, a touch voltage calculation is performed (UTP). | Regulations on Grounding in Electrical Installations, Table-10, TS HD 60364-5-53 |
| 4 | Grounding measured values and limit values | Measurement values obtained using loop impedance, three-terminal comparison method, or clamp method are written in the Zx(Rx) field. In low-voltage installations, the Zs(Rs) limit value is calculated based on the tripping current of the protective element according to the grounding type and written in this field. For values exceeding the limit value, a conformity assessment is written according to the notes. | Regulations on Grounding in Electrical Installations, Table-10, TS HD 60364-5-53 |
| 5 | RCD tests | In tests of equipment containing RCDs, the RCD tripping current and tripping time tests are performed and recorded in this field. | Regulation on Grounding in Electrical Installations, Article 8, TS HD 60364-5-53 |
| 6 | Mandatory use of a 30 mA RCD. | In TT or TN (TN-S or TN-CS section S) network systems, the use of a 30 mA residual current device (RCD) is mandatory for general use socket installations up to 32 A and for portable appliance sockets up to 32 A. In circuits exceeding 32 A, where natural leakage currents are unavoidable, appropriately selected residual current devices (RCDs) must be used in conjunction with other electric shock protection measures. Technical details and reasons for the presence of natural leakage currents must be stated in the relevant sections of the periodic inspection report. | Regulation on Grounding in Electrical Installations, Article 8, TS HD 60364-4-41 |
| 7 | RCD performance tests | In tests of circuits containing RCDs, RCD tripping current and tripping time tests are performed and recorded in this area. The tripping current should not exceed the tripping current stated on the device label, and the tripping time should not exceed 200 milliseconds. Tests of toroidal current transformer RCDs with a tripping threshold above 1000 mA are performed by pressing the test button. | TS HD 60364-6 Low Voltage Electrical Installations – Part 6: Verification, TS EN 61008-1 Residual current circuit breakers – Without integral surge protection – Used in residential and similar places (RCCB) – Part 1: General rules, TS EN 61009-1 Residual current circuit breakers – With integral surge protection – Used in residential and similar places (RCBO) – Part 1: General rules, Regulation on Earthing in Electrical Installations, TS EN 62423 Type b – Residual current circuit breakers with and without supplementary surge protection devices, TS EN IEC 60947-2 Low voltage switching and control devices – Part 2: Circuit breakers |
| 8 | Notes | Corrosion, breakage, and cross-sectional problems observed in the grounding system are noted in the notes section, and recommendations are made; the system is evaluated according to the nature of the defect. Where Class II devices are used, it must be verified that there is no grounding connection to the Class II device; where isolation transformers are used, the suitability of the isolation transformer is checked, and it must be verified by measurement that there is no grounding connection on the secondary side of the transformer. At all consumption points supplied with low voltage, measurements must be taken to verify whether the voltage exceeds 50 V for alternating current and 42 V for direct current; the names, surnames, signatures, professional titles, diploma numbers, date and number, project approval validity period, etc. of those who prepared and approved the project will be included. | Regulations on Grounding in Electrical Installations, TS HD 60364-5-53 |

Defect rating and notes in the document
- Note 1 (ZPKK01): The degree of defect is indicated by “*” for slightly defective and “**” for defective.
- Note 2 (ZPKK01): The criteria specified in the inspection content may vary depending on the equipment's place of use, purpose, type, model, etc. If the specified risks are not present in the equipment, based on the relevant manufacturing legislation and/or standard, the inspection criteria will not be sought. The decision on whether or not to seek a criterion for that equipment should be made by paying attention to the legislation and/or standard clauses referenced in the standard clause section; the type, model, year of manufacture, etc. of the equipment for which the criterion should be applied should be evaluated according to the legislation and/or standard clauses. The inclusion of a criterion in the inspection content does not mean that it is a mandatory criterion for every piece of equipment.
- Note 3 (ZPKK01): In grounding checks of electrical installations outside the panel (e.g., cable tray, connection check, junction box, building junction box, lighting fixture connection), the measurement point is numbered. If possible, it is marked on the site plan.
- Note 4 (ZPKK01): When thermal cameras are used for heating and connection point checks, no additional training is required unless otherwise specified by the Ministry.
- ZPKR01 Section 6: Degree of defect. “*” indicates minor defect and “**” indicates major defect. The evaluation was done as “Suitable”, “Not Suitable” and “Not Applicable”.
- ZPKR01 conformity rating Note-1: Compliant.
- ZPKR01 conformity rating Note-2: Not suitable due to failure to meet safety requirements. (Gross defect)
- ZPKR01 conformity note Note-3: Grounding connection is missing, must be checked. (Serious defect)
- ZPKR01 conformity rating Note-4: It is suitable because a residual current switch is used and is operational.
- ZPKR01 Conformity Note Note-5: In TT or TN (TN-S or TN-CS section S) network systems, the use of a 30 mA residual current device (RCD) is mandatory in general use socket installations up to 32 A and in portable appliance sockets up to 32 A. In circuits above 32 A, where natural leakage currents are unavoidable, appropriately selected residual current devices (RCDs) must be used in conjunction with other electric shock protection measures. Technical details and reasons for the sections where natural leakage occurs must be stated in the relevant sections of the periodic inspection report. (Gross defect)
- ZPKR01 conformity rating Note-6: Insufficient because, in addition to precautions against indirect contact, natural leakage current verification is not performed in circuits above 32 A. (Gross defect)
- ZPKR01 conformity rating Note-7: Insufficient because the RCD used in the panel preceding the panel supplying the final consumption point is not a delayed type (selective or delay adjustable).
- ZPKR01 conformity rating Note-8: Measurement could not be performed due to high neutral-ground voltage. (Serious defect)
- ZPKR01 conformity note Note-9: Combining PE and N conductors is not permitted except for the PEN bridge which specifies the TN-S and TN-CS grounding system types. (Serious defect)
- ZPKR01 conformity rating Note-10: Insufficient due to detected Neutral-Ground connection (grounding performed) on the socket. Grounding cannot be performed if the installation grounding type is TT. If it is TN, grounding cannot be performed in a 2.5 mm² socket because the PEN conductor cross-section cannot be <10 mm². (Serious defect)
- ZPKR01 conformity rating Note-11: Inadequate due to the absence of a panel body-cover bridge. (Serious defect)
