However, entering this market isn&#039;t just about loading the product into a container and shipping it: each country has its own national product conformity regime, and a regional layer is added on top of that. SASO, SABER, PCoC, SCoC, G-Mark, GSO, ECAS, EQM\u2026 At first glance, this structure appears to be a jungle of abbreviations, but it actually consists of a few clear layers, and distinguishing these layers greatly simplifies the process.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this article, we break down three main layers: (1) Saudi Arabia\u2019s national SALEEM program and its electronic gateway, the SABER platform; (2) the regional Gulf Conformity Mark (G-Mark) covering all Gulf countries and the GSO technical regulations behind it; (3) the United Arab Emirates\u2019 own ECAS\/EQM system. Our aim is not to sell a service; it is to enable the exporter to clearly see which document is required at which gateway and where to start.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who will be affected?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">These regimes cover not only &#039;electronic&#039; or &#039;luxury&#039; products, but a very wide range of regulated goods: electrical household appliances, lighting, cables and low-voltage equipment, toys, building materials, textiles, food contact products, cosmetics and more are covered by the relevant technical regulations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The crucial question is: &#039;Is my product regulated?&#039; In the Saudi and Gulf systems, products are divided into regulated and non-regulated categories based on their risk level; the level of liability varies accordingly. Different actors have different responsibilities within the same process.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Exporter\/manufacturer: Responsible for providing the technical file, test report, and proof of product compliance with relevant standards.<\/li><li>Importer (buyer on the Gulf side): The party that registers with SABER and requests the certificate is usually the importer; therefore, early coordination with the buyer is critical.<\/li><li>Authorized conformity assessment bodies (CB \/ Notified Body): Only bodies authorized by SASO\/GSO\/MoIAT can issue PCoC, G-Mark and ECAS certificates.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Saudi Arabia: SALEEM, SABER, and a two-stage document chain.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">SASO (Saudi Standards, Metrology and Quality Organization) runs the Saudi Product Safety Programme, SALEEM, to consolidate product safety under one umbrella. The practical electronic gateway to this program is the SABER platform (saber.sa). This online system has largely replaced the old paper-based Certificate of Conformity (classic SASO CoC) and pre-shipment inspection process; SABER became operational in 2018; the MANDATORY application, replacing the paper SASO CoC, began in 2019 for the first regulated product groups (January 1, 2019: gas appliances; April 1, 2019: children&#039;s toys, low-voltage electrical equipment, and lubricants) and was gradually extended to other groups.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For regulated products, the process is two-stage, and these two documents should not be confused with each other:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Product Certificate of Conformity (PCoC): Issued for each product, it demonstrates the product&#039;s compliance with the relevant Saudi technical regulations and standards. It is issued by a conformity assessment body authorized by SASO and is typically valid for one year.<\/li><li>Shipment Certificate of Conformity (SCoC): Obtained separately for each shipment. It confirms the existence of a valid PCoC and the conformity of that batch. Without a valid SCoC, goods cannot pass through Saudi customs; in the worst-case scenario, they will be returned.<\/li><li>Products not subject to regulation: This usually proceeds with the importer&#039;s declaration of conformity (SDoC) followed by a shipping certificate. For some electrical products, a SASO IECEE recognition certificate (based on IECEE CB scheme test reports) is also a strong basis.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Gulf G-Mark: a single mark for the entire GSO market.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While SASO\/SABER is specific to Saudi Arabia, the Gulf Conformity Mark (G-Mark) is regional. The organization behind it is the GSO (Gulf Organization for Standardization), headquartered in Riyadh. GSO members are the six Gulf Cooperation Council countries \u2014 Saudi Arabia, UAE, Kuwait, Qatar, Bahrain, Oman \u2014 plus Yemen, which joined in 2010; a total of seven countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Products covered by a Gulf technical regulation are required to bear the G-Mark before being placed on the GSO market. The mark indicates that the product &#039;complies with at least the essential requirements relating to health, safety and the environment&#039;; it is not a quality award. The two priority product groups are:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Low-voltage electrical equipment and appliances \u2013 Gulf technical regulation BD-142004-01; generally covers equipment in the 50\u20131000 V AC range, includes both safety and electromagnetic compatibility (EMC), and has been mandatory since 1 July 2016.<\/li><li>Children&#039;s toys \u2013 BD-131704-01; covers toys designed for children under 14 years of age; includes mechanical\/physical, flammability, chemical and electrical safety requirements.<\/li><li>Marking rules: The G-Mark must be affixed permanently and legibly at a height of at least 5 mm; technical documentation must be kept for at least 10 years from the date of production.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">GCTS (QR code) and certification process<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">From April 1, 2017, it became mandatory to include the GSO Conformity Monitoring Symbol (GCTS) \u2014 a QR code \u2014 alongside the G-Mark. The QR code facilitates product traceability and market surveillance; therefore, today, when &#039;G-Mark&#039; is mentioned, it practically refers to a symbol that combines the mark and the QR code.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">G-Mark certificates are issued by Notified Bodies appointed by GSO and often involve process type testing and factory\/quality management system assessment. Common market practice is that the certificate is valid for 3 years and is renewed periodically; however, the exact validity may vary depending on the product group and the issuing body.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">United Arab Emirates: ECAS and EQM (MoIAT)<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The UAE, the second-largest economy in the Gulf, operates its own national system alongside the regional G-Mark. The governing body is the federal-level MoIAT (Ministry of Industry and Advanced Technology); this ministry has largely taken over the product conformity functions of the former standardization authority, ESMA. Two key tools stand out:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>ECAS (Emirates Conformity Assessment Scheme): This is a mandatory conformity scheme for regulated products. It confirms the product&#039;s compliance with UAE technical regulations and relevant GSO\/UAE standards. The certificate is typically valid for one year and is renewed annually.<\/li><li>EQM (Emirates Quality Mark): This is a voluntary, prestigious quality mark; it requires a consistently compliant quality management system (QMS) and is typically valid for 3 years. However, for some products (bottled drinking water, natural mineral water, many fruit juices\/beverages, and some dairy products), EQM is mandatory.<\/li><li>Scope: Both imported and domestically produced products are included in this system.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Important dates and milestones<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The main thresholds that shaped the system as it is today are as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>January 2010 \u2013 Yemen joined the GSO; the number of members increased to seven.<\/li><li>July 1, 2016 \u2013 The Gulf Technical Regulation on Low Voltage (BD-142004-01) became mandatory.<\/li><li>April 1, 2017 \u2013 GCTS (QR code) became mandatory for G-Mark.<\/li><li>2019 \u2013 SABER\/Saber Conformity Certificate became MANDATORY for the first product groups subject to regulation (gas appliances, January 1, 2019; toys \/ low-voltage electrical equipment \/ lubricants, April 1, 2019); the paper SASO CoC was replaced by an electronic process, and the scope was gradually expanded to other groups.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">What does this mean for Turkish manufacturers?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The practical outcome for Turkish exporters is clear: viewing the documentation as a &#039;formality to be dealt with last&#039; when entering the Gulf market proves costly. PCoC\/SCoC, G-Mark, and ECAS\/EQM all rely on proving the technical conformity of the product to the relevant IEC\/GSO standards. Goods shipped without establishing this chain of proof are held up at customs, or even returned. The correct approach begins with identifying what is required for each market from the outset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only conformity assessment bodies authorized by SASO\/GSO\/MoIAT can issue these documents; an electrical inspection body like AES does not &#039;issue&#039; PCoC, SCoC, G-Mark, or ECAS. AES&#039;s objective contribution to this table is different and earlier: electrical safety lies at the heart of most of these regimes. For low-voltage equipment and switchboards, the IEC safety and EMC requirements on which BD-142004-01 is based are decisive; for machinery, the EN 60204-1 (electrical equipment of machinery) framework is decisive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">AES&#039;s contribution, given its TURKAK accreditation in the field of electrical inspection, is ensuring the electrical safety of the product\/machine before entering the certification process. A perspective rooted in CMSE expertise and EN 60204-1 standards regarding machine electrical safety can provide a solid foundation for the product before certification, addressing issues such as conductor continuity, insulation resistance, protective connections, and electrical risk assessment. This means presenting a cleaner file to the conformity assessment body, reducing the risk of retesting and delays. In short: first, electrical safety is correctly established and verified, then certification is obtained from the competent authority according to the target market.<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Saudi Arabia \u2192 PCoC (product) + SCoC (each shipment) via SABER; strong support for SASO IECEE recognition in required electrical components.<\/li><li>Entire GSO marketplace (regulated product) \u2192 G-Mark + GCTS\/QR code.<\/li><li>UAE \u2192 Mandatory ECAS or (mandatory for some products) EQM depending on the product group.<\/li><\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Frequently Asked Questions<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">Are SASO and SABER the same thing?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">No. SASO is the regulatory body (Saudi Standards, Metrology and Quality Organization); SALEEM is its product safety program; and SABER is the online platform (saber.sa) on which this program operates. Certificates of conformity are requested via SABER.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">What is the difference between PCoC and SCoC?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">PCoC is product-based and typically valid for one year; it demonstrates the product&#039;s compliance with Saudi standards. SCoC, on the other hand, is obtained separately for each shipment and confirms that that batch is based on a valid PCoC. Goods cannot pass through Saudi customs without a valid SCoC.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">If I have received a G-Mark, do I need any other documents for Saudi Arabia and the UAE?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">It&#039;s possible. The G-Mark is a regional mark and mandatory for regulated products; however, Saudi Arabia also requires SABER\/SCoC on a per-shipment basis, while the UAE may require ECAS or EQM depending on the product group. Separate controls are required for each market.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Which products does G-Mark cover?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Priority was given to low-voltage electrical equipment (BD-142004-01, generally 50\u20131000 V AC) and toys for children under 14 (BD-131704-01); the scope is gradually expanding to include other technical regulations. Since April 1, 2017, a QR code (GCTS) has been mandatory alongside the marking.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Does AES issue these documents?<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">No. PCoC, SCoC, G-Mark and ECAS are only issued by organizations authorized by SASO\/GSO\/MoIAT.
