These activities are outside the scope of our accreditation (EU-0631-M).<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The Commission\u2019s First Work Plan (COM(2025) 187), adopted on 16 April 2025, covers the period 2025-2030 and highlights iron and steel as one of the priority product groups. This means that the steel sector will be included in the first wave of ecodesign requirements and product passport obligations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This information focuses solely on the intersection of ESPR and the Digital Product Passport with the steel industry. The general framework and mechanics of the Digital Product Passport are discussed separately in our related guide.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>ESPR (EU) 2024\/1781: framework for ecodesign and product passports.<\/li>\n\n\n<li>First Work Plan (COM(2025) 187), adopted April 16, 2025, period 2025-2030<\/li>\n\n\n<li>Iron and steel: one of the priority\/first product groups.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Status of the Steel Delegated Act: Indicator, Target, and Uncertainty.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ecodesign requirements and Digital Product Passport obligations specific to steel will be determined not by the main text of the ESPR, but by a steel-specific delegated act. Until this act is published, the specific data fields, format, and dates for steel are not considered officially finalized.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The target acceptance date for the steel delegation of authority is cited as 2026; however, as of September 2026, not even a draft has been published, and preparatory work is ongoing. Therefore, the timeline may shift. Since a compliance period of approximately 18 months is typically foreseen after the acceptance of the delegation of authority, the actual obligation points to around 2028.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The data fields and dates shared in this content are therefore expected\/anticipated; they are subject to the final text of the delegation process and may change.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Steel-specific rules will be introduced through a delegated act.<\/li>\n\n\n<li>The target adoption date for the indicator is 2026, but there&#039;s no draft yet, so it could shift.<\/li>\n\n\n<li>Approximately 18 months of adaptation after acceptance \u2192 actual obligation around 2028<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Expected Data Fields in Steel DPP<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Since the delegation of authority has not yet been published, the following areas are not definitive but rather expected\/anticipated. Nevertheless, the Commission&#039;s direction of work and current industry practice provide strong indications of which data the Steel Digital Product Passport is likely to cover.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A significant portion of the projected areas overlap with data that manufacturers already maintain through mill test certificates and similar documents. This could ease the transition for manufacturers who establish their data infrastructure early.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An important conceptual note: high recycled content and low embodied carbon are correlated, but one is not a proxy for the other. Both data points should be reported separately and accurately.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Embedded carbon (GWP): Environmental product declaration (EPD) compliant with EN 15804+A2, modules A1-A3.<\/li>\n\n\n<li>Recycled content rate<\/li>\n\n\n<li>Substances that are difficult to recycle (one of the three criteria named by the Commission)<\/li>\n\n\n<li>Alloy\/chemical composition, mechanical properties, and casting (heat) identity.<\/li>\n\n\n<li>Origin and traceability: unique identification, model\/batch information.<\/li>\n\n\n<li>Durability, reusability, and end-of-life information.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Do not mix the three regimens: ESPR\/DPP, CPR, and CBAM.<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There are three separate regulatory frameworks that affect steel simultaneously but are independent of each other. The most common mistake in practice is treating these three as a single obligation. This page only addresses the ecodesign and product passport aspects (ESPR\/DPP); the other two are separate topics and will be covered further in our related content.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In short, to distinguish between them: ESPR\/DPP deals with ecodesign and product passports; the Construction Products Regulation (CPR) deals with performance declarations and carbon declarations; and the Border Carbon Adjustment Mechanism (CBAM) deals with carbon costs on imports. It covers elements such as factory production control (FPC) and welding quality (ISO 3834) and demonstrates the structural conformity of the product.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Steel Digital Product Passport, however, carries sustainability data rather than structural conformity: such as embodied carbon, recycled content, and traceability. These two obligations run parallel; one does not replace the other. This data is already scattered across many producers; early preparation means bringing it into a consistent and verifiable structure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Obtaining expert engineering support during the data infrastructure design and interpretation of obligations can be beneficial in ensuring a solid foundation for corporate data processes.
