These activities are outside the scope of our accreditation (EU-0631-M).<\/div>\n\n\n\n<p class=\"wp-block-paragraph\">The backbone of this technical layer is the series of standards entitled &#039;Digital Product Passport: Framework and System&#039;, prepared by the joint technical committee JTC 24 within the European Committee for Standardization and the Committee for Electrotechnical Standardization. The secretariat of the series is run by the German Institute for Standardization (DIN), and the work is based on the European Commission&#039;s standardization request M\/604.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The series consists of eight European standards in total. These standards are horizontal: they define not what data the passport will carry, but how the passport system will be established, how data will be modified, transferred, stored, and how the systems will communicate with each other. Which product data is mandatory is determined in delegated acts issued separately for each product group.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>The series of eight standards is prepared by the JTC 24 joint technical committee; the secretariat is DIN.<\/li>\n\n\n<li>Basis: European Commission standardization request M\/604.<\/li>\n\n\n<li>Standards are horizontal; they define technical processes, not product-specific data requirements.<\/li>\n\n\n<li>Product-specific data (e.g., fiber composition in textiles) remains in separate delegation processes and is outside the scope of this page.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Six Core EN Standards Published<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The six core standards in the series were published as European standards on May 27, 2026. The European Commission referenced these standards as harmonized standards in the Official Gazette on July 15, 2026; this reference makes conformity to the standards meaningful in terms of presuming compliance with official legislation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The six standards cover the end-to-end technical framework of the passport system. Each addresses an independent technical area, but together they define a single interoperable system.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>EN 18216 \u2014 Data exchange protocols: machine-readable formats and protocols for secure and interoperable exchange of passport data between systems.<\/li>\n\n\n<li>EN 18219 \u2014 Unique identifiers: identification of unique product, economic operator and plant identifiers.<\/li>\n\n\n<li>EN 18220 \u2014 Data carriers: Encoding, read quality, error correction, robustness and placement requirements for 2D optical code, RFID and NFC.<\/li>\n\n\n<li>EN 18221 \u2014 Data storage: storage, archiving, versioning, backup and long-term access to data.<\/li>\n\n\n<li>EN 18222 \u2014 Lifecycle application programming interfaces (APIs): passport creation, updating, retirement and searchability.<\/li>\n\n\n<li>EN 18223 \u2014 System interoperability: requirements for enabling different systems and platforms to work together.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Two Standards in Draft: Security and Integrity<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The remaining two standards in the series are still in draft form (FprEN) and complete the security aspect of the passport system. Their publication is expected at the end of 2026; therefore, it is appropriate to wait for the official publication before speaking of final compliance with these standards.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These two standards aim to regulate who can access passport data, under what conditions, and how to ensure that the data has not been altered. In other words, the first six standards establish the system; these two maintain it.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>EN 18239 (draft) \u2014 Management of security, privacy and access rights.<\/li>\n\n\n<li>EN 18246 (draft) \u2014 Authentication and data integrity.<\/li>\n\n\n<li>Both standards are in the FprEN phase; their publication is expected at the end of 2026.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Data Carriers and Unique Identifiers<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The Digital Product Passport is made accessible via a data carrier located on the product or its packaging. EN 18220 regulates these carriers: they can be carried as a unique identifier, QR code, RFID tag, or NFC chip. The basis for QR codes is the international ISO\/IEC 18004 standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GS1 Digital Link connects the carrier directly to the passport contents by converting the product&#039;s global trade number (GTIN) into a web-based, resolvable address pattern; this pattern is recognized as a valid pattern under the Eco-Design for Sustainable Products Regulation (ESPR).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">EN 18219 defines the identity backbone of the passport: a unique product identifier, a unique economic operator identifier, and a unique facility identifier are combined. In practice, existing identification systems such as GTIN for the product and EORI and GLN for the operator and facility fulfill these identifier roles.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n\n<li>Data carrier options: QR code, RFID, and NFC (EN 18220).<\/li>\n\n\n<li>QR code basis: ISO\/IEC 18004.<\/li>\n\n\n<li>GS1 Digital Link converts GTIN into a web-resolvable address; it is recognized as a valid pattern under ESPR.<\/li>\n\n\n<li>Three unique identifiers: product, economic operator, and plant (EN 18219).<\/li>\n\n\n<li>Practical equivalents: GTIN for the product; EORI and GLN for the operator and facility.<\/li>\n\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">European Union Central Registry System Architecture<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The European Union&#039;s central Digital Product Passport Registry System was launched on July 20, 2026, along with a test environment and user manual. Architecturally, this registry system acts as an index or pointer: it only holds identifiers and metadata, not the passport content itself.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The actual contents of the passport remain in a decentralized manner with the economic operator itself or a service provider of its choosing. The Registration System indicates the path to this content; it does not store the content. This separation both keeps data ownership with the operator and prevents the formation of a single centralized repository.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mandatory registration will not begin simultaneously for all product groups. Funded by the Digital Europe program, the initiative runs from May 2024 to April 2027 and brings together 49 partners.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">CIRPASS-2 is conducting a total of 13 pilot applications in the textile, electronics, rubber, and construction sectors. Even if it is not yet finalized which data will be carried in a product, the identity, carrier, and interface infrastructure can be established in advance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Designing this infrastructure, selecting the identification system, and establishing the correct architecture for data flow is a technical task that should be handled by a qualified engineer.
