The energy continuity of a business largely depends on the healthy operation of these cells; a circuit breaker failing to open, an incorrectly positioned disconnect switch, or a faulty protection relay can lead to both significant financial losses and serious occupational safety risks.

Contact wear, loose connections, insulation degradation, gas pressure loss, or deviations in protection settings that occur over time in switchgear cells are often not visible to the naked eye. Therefore, periodic inspections of the facility based on measurements and tests are both a legal obligation and a fundamental maintenance discipline that prevents malfunctions.

Periodic inspections aim to demonstrate, through objective data, that the facility is currently operating safely and as intended, and to report potential vulnerabilities at an early stage.

Included Equipment: What is Checked in the Cell?

MV/MV switchgear inspection encompasses not just a single device, but the entire interconnected switching and protection chain within the switchgear. The following main pieces of equipment are evaluated, primarily metal-clad and metal-enclosed switchgear:

Cutting devices (vacuum, SF6, etc.) and on/off mechanisms.

Disconnectors and load disconnectors

Current and voltage (measuring) transformers

Busbars, connections and conductor systems

Protection relays and control circuits

Grounding system and grounding disconnectors

Mechanical and electrical interlocking systems

Legal Basis and Current Legislation

In Türkiye, the periodic inspection of work equipment is regulated under the Regulation on Health and Safety Conditions in the Use of Work Equipment (Official Gazette dated 25.04.2013 and numbered 28628). This Regulation was updated with amendment number 33116 dated 23.12.2025. Electrical installations and the switchgear equipment included in these installations are also subject to periodic inspection obligations.

With this change, periodic inspections are handled within the framework of the "equipment inspection organization" definition; and contract registration is required via the OHS-KATIP system prior to the inspection (at the latest one day in advance). The transitional provisions regarding TÜRKAK's accreditation under TS EN ISO/IEC 17020 are based on the date of 1/1/2027. Since the details of the legislation's implementation may be updated over time, we recommend confirming the latest text in effect before the inspection.

For MV/MV installations, the Electrical Power Installations Regulation and the Grounding in Electrical Installations Regulation are also directly relevant; these regulations determine the criteria for the design, operation, and grounding conditions of the installation.

Items Tested During Inspection: Mechanical and Electrical Inspections

Periodic inspections of switchgear begin with visual inspection and are deepened with measurement tests. The aim is to evaluate both the physical/mechanical integrity of the cell and its electrical performance. The main checks performed are as follows:

Visual inspection: check for contamination, corrosion, loose connections, mechanical damage, and labeling.

Detection of hot spots and overheated junctions via thermographic (infrared) imaging.

Cutting machine mechanical operation and on/off timing measurements.

Contact resistance measurement

Insulation resistance measurement

Functional verification of interlocking schemes.

Protective Relays and Secondary Injection Tests

Protection relays are critical components that protect both equipment and personnel by activating the circuit breaker at the right time and under the right conditions in the event of a malfunction. Shifting relay settings over time or incorrect coordination are as dangerous as the protection not working at all.

During periodic inspections, the setpoints, characteristic curves, and tripping behavior of the protective relays are evaluated. This evaluation includes secondary injection tests to verify whether the relay responds as expected under signals similar to real-world conditions. The holistic function of the relay-breaker chain and protection coordination are considered together.

Grounding and SF6 Gas Controls

Grounding is the fundamental safety barrier in MV/MV installations that keeps touch and step voltages within safe limits. During inspections, grounding continuity and grounding resistance are measured; the integrity of the grounding network connections to the equipment is verified. These assessments are carried out within the framework of the Regulations on Grounding in Electrical Installations and related standards.

In SF6 insulated equipment, gas pressure and, if present, density gauges are checked; early detection is important as pressure loss directly affects insulation and extinguishing capability. These checks are evaluated in conjunction with the equipment manufacturer's instructions and relevant standards.

TS EN 62271 series (high voltage switching and control devices — circuit breakers, disconnectors, switchgear)

IEC/EN 61936-1 (AC high-voltage installations above 1 kV)

EN 50522 (Earthing in installations above 1 kV)

TS EN 62271-1 / TS EN 60694 (general requirements)

Inspection Period and Who Should Do It

Under the Work Equipment Regulation, the general approach for electrical installations and equipment is periodic inspection at least once a year, unless otherwise specified. However, the exact period may vary depending on the type of equipment, operating conditions, manufacturer's instructions, and relevant standards. In facilities with critical or severe operating conditions, more frequent inspections may be required as a result of risk assessment. Therefore, it would not be correct to claim a single, unchanging period; the period should be determined on a facility-specific basis.

Electrical periodic inspections are carried out by a qualified electrical engineer using appropriate measuring devices and methods compliant with relevant standards. Following the inspection, an inspection report is prepared containing the findings, measurement values, and evaluation.

AES Innovation's Competence

AES Innovation is a Type A Inspection Body accredited by TÜRKAK under TS EN ISO/IEC 17020, and its accreditation area covers electrical installation inspections (6.1 Electrical Installations).
